    Questions    -

    Kansas Constitutional Amendment -

    Explanatory statement. The constitution currently prohibits the operation of lotteries except for specifically authorized lotteries. A raffle is a lottery and is illegal under current law.
    A vote for this proposition would permit the legislature to authorize charitable raffles operated or conducted by religious, charitable, fraternal, educational and veterans nonprofit organizations subject to the limitations listed. Nonprofit organizations would be prohibited from contracting with a professional lottery vendor to manage, operate or conduct a charitable raffle.
    A vote against this proposition would continue the current prohibition against all raffles.
    Shall the following be adopted?
    § 3d. Regulation of “raffles” authorized. Notwithstanding the provisions of section 3 of article 15 of the constitution of the state of Kansas, the legislature may authorize the licensing, conduct and regulation of charitable raffles by nonprofit religious, charitable, fraternal, educational and veterans organizations. A raffle means a game of chance in which each participant buys a ticket or tickets from a nonprofit organization with each ticket providing an equal chance to win a prize and the winner being determined by a random drawing. Such organizations shall not use an electronic gaming machine or vending machine to sell tickets or conduct raffles. No such nonprofit organization shall contract with a professional raffle or other lottery vendor to manage, operate or conduct any raffle. Raffles shall be licensed and regulated by the Kansas department of revenue, office of charitable gaming or successor agency.

    City of Leawood -

    "Shall the City of Leawood, Kansas, be re-authorized to levy a one-eighth of one percent (.125%) City Retailers'  Sales Tax, in addition to the one percent (l%) currently levied, within the City of Leawood, Kansas, and to use the revenue from the additional tax to fund an Accelerated Residential and Thoroughfare Street Improvement Program and to make necessary Stormwater Improvements when such improvements are not otherwise eligible for funds from other governmental sources; such additional tax to take effect on July 1, 2015, and to end June 30,
    2021?"


    City of Olathe

    Shall the following be adopted?

    Shall the City of Olathe Kansas, pursuant to the provisions of K.S.A. 12-187, be authorized to renew the levy of a one­eighth of one percent (.125%) special purpose citywide retailers' sales tax within the City of Olathe, Kansas; such tax, if approved by a majority of the electors voting thereon, to take effect on April 1, 2015, or as soon thereafter as permitted by law, and to end ten years after its commencement on March 31, 2025; the revenue from the renewed tax shall be used for the purpose of financing, in whole or in part with any other funds, the cost of repairing, restoring, improving and acquiring public parks, trails, and recreation areas in the City of Olathe and a portion may be used to enhance library services; if approved, such tax shall continue the City's current one and one-half percent (1.50%) citywide retailers' sales tax levied within the City?


    City of Shawnee -

    Question 1

    Shall the following be adopted?

    Shall the City of Shawnee Kansas be authorized to continue to levy a Special Purpose Citywide Retailers’ Sales Tax of one-eighth of one percent (0.125%) with approximately one-half of the revenue therefrom pledged to be used for acquiring and/or improving land for park or recreation purposes and approximately one-half for storm drainage improvements, including repayment of bonds issued for those purposes, such tax to take effect on January 1, 2016, the day following the expiration of the existing sales tax for the same purposes, and end on December 31, 2025?


    Question 2

    Shall the following be adopted?

    Shall the City of Shawnee Kansas, pursuant to the provisions of K.S.A. 12-187, be authorized to levy a Special Purpose Citywide Retailers’ Sales Tax of three-eighths of one percent (0.375%) with the revenue therefrom used to fund the repairing, rebuilding, rehabilitating, upgrading and improving of streets, curbs and sidewalks, with approximately one-third of the revenue therefrom pledged to be used to initiate a street improvement program in the City of Shawnee, with such tax to take effect on April 1, 2015, and end on March 31, 2025.
