Filing Location
- Candidates file at their respective city halls.
- Note: Part of De Soto City is in Leavenworth County. Part of Lake Quivira City is in Wyandotte County. Part of Spring Hill City is in Miami County.
- Second Class City candidate filing fee is $10. This includes the cities of De Soto, Gardner, Merriam, Mission, and Roeland Park.
- Fairway - Second Class city - filing fee is $5
- Third Class City candidate filing fee is $5. This includes the cities of Edgerton, Lake Quivira, Mission Hills, Mission Woods, Spring Hill, Westwood, and Westwood Hills.
- Second Class City candidates must have 1% of the ballots cast in the district at the last general city election or 50 signatures, whichever is less.
- Third Class City candidates must have 10% of ballots cast in the district at the last general city election or 25 signatures, whichever is less.
Documents to be Filed

Declaration of Intention (Filing Form)
- Second and Third Class City Candidates obtain and file this form with the City Clerk.
- City Clerk forwards this completed form, along with the filing fee to the election office.
- Completed form is due no later than ten (10) days after the filing deadline.
- Completed form is filed permanently at City Hall.
- If a candidate anticipates receiving and spending less than $500.00 in the Primary Election and anticipates receiving and spending less than an additional $500.00 in the General Election, he/she can file an Affidavit of Exemption. This affidavit waives the need for a candidate to file campaign Receipts and Expenditures Reports.
- Completed form is due nine (9) days prior to the primary election.
- Completed form is filed with the Election Office.
- Form must be notarized.
- Form is due thirty (30) days after each primary, general or special election.
- In addition to reporting all campaign expenditures, these candidates are now required to itemize contributions in excess of $50.00. Itemizing means listing the name and address of the contributor, the date on which the contribution is received and the amount of the contribution.
- If all transactions were directed to the treasurer or committee, the candidate would put zeros on report ($0.00).
- Completed form is filed with the Election Office.
- Form must be notarized.
- If a candidate forms a committee, a treasurer must be appointed to complete and file a Campaign Committee Report by December 31 of the election year.
- Completed form is filed with the Election Office.
- An Annual Report is required by December 31 if the committee has a balance in the campaign fund.
