Shall the following be adopted?"Shall Charter Ordinance No. 53, entitled 'A Charter Ordinance amending Section 2.1 of Article II of Charter Ordinance No. 28 by increasing the term of office for the Mayor and district Councilmembers from two to four years and providing for the staggering of terms,' take effect pursuant to Article 12, Section 5 of the Kansas Constitution?"
