"Shall the City of Olathe, Kansas, issue its general obligation bonds in an amount not to exceed $1,960,000 for the purpose of constructing, furnishing and equipping a new library at an estimated cost of $1,960,000, all pursuant to K.S.A. 10-101 et seq. and K.S.A. 12-1736 et seq.?
